The developer of Crestwood Manor (Osprey) offered to provide tree planting as an additional buffer between Crestwood Village and Crestwood Manor on September 5, 2023. The Board accepted the offer on September 6, 2022 and Osprey notified the Board on September 19, 2023 that the county had given approval to the plan. Below are diagrams of the proposed plantings. Trees on the northeast and southeast corners of the Hogan Property were removed on February 21, 2023 by the developer. One of the trees in question had fallen on our fence along New Design Road on or about January 7, 2023, doing minor damage.
The check for $15,000 was received by Crestwood Village HOA from the developer on November 3, 2022 as per our agreement for granting a water/sewer easement.
From Ashley M. Moore, Senior Planner, Frederick County Division of Planning and Permitting, Department of Development Review and Planning regarding the “Staff Review” sign situated at the driveway on New Design Road: “The staff review is complete and was approved 9/20/22. The sign only has to be up for 2 weeks after the first review cycle, which they have fulfilled as of 8/04/22. They can take the sign down at any time.” (Posted 10/20/22)
Development began on October 17, 2022.
From the developer of the Hogan property/Crestwood Manor: “our contractor will be mobilizing to begin work on the water/sewer lines by middle of next week. This is the work that starts down at Arbor Drive [by the swale] and runs to the southwest corner of our site. The onsite [Hogan property] work will likely start the week of 10/24.” (Posted 10/10/22)
The Frederick County Council unanimously approved an amendment to the Development Rights and Responsibility Agreement with the owners of the 9.5 acres along New Design Road known as the Crestwood Manor development. The project is slated for a development with 120 homes, with 15 of the units being moderately priced dwelling units. Click here for an article from the Frederick News Post on the topic. The Deed of Easement agreement between Osprey Property Companies, et al., and the Crestwood Village HOA and the Deed of Easement (in favor of Frederick County) were executed on May 20, 2022 and July 5, 2022 respectively. The documents are posted below. The agreement was reviewed by our counsel, Michael Bouey, of the law firm, Flynn and Clarke, LLC, on May 16, 2022. Some modifications were made in favor of Crestwood Village. As of July 5, 2022, the developer expects to break ground during September 2022. The documents are awaiting recordation at Land Records.
Per the agreement between the Crestwood Village HOA and Osprey Property Companies, a check for $50,000 was deposited on May 31, 2022 by Osprey Property Companies with the designated Escrow Agent, Rosen Hoover Sykes Brown P.A., based in Owings Mills, MD.
The Board of Trustees received an update from the developer on April 6, 2022. The major change was that Frederick County requires a water/sewer easement 30’ wide rather than 20’. The developer submitted a draft “Agreement” document and revised Landscape Plan that fully incorporate the provisions the Board negotiated and agreed to at the Board Meeting of November 30, 2021. Both documents can be viewed below. These documents were on the Community Meeting agenda for the meeting scheduled on April 19, 2022 and were voted on by the Board at their regularly scheduled meeting on April 26, 2022.

The Hogan property is no longer owned by the Hogan family and will be developed into a three building apartment complex consisting of 1, 2, and 3 bedroom units for a total of 120 units. This will be a development for all ages. The apartment complex will be named Crestwood Manor. Ground is expected to be broken during September 2022.

Some items of significance:
· The developer (Osprey) will maintain ownership of the apartments.
· Osprey built Victoria Park, Walkersville.
· The property will have an onsite property manager.
· The Hogan house will be a clubhouse and office.
